format a: /s by using the /s you are telling the format command to copy the system boot files on the disk as well. i hope that is what you are looking for

Assumming that "making a bootable disk from a bootable floppy disk" you mean a cd.

You can simply copy the files from your bootable floppy to the CD or whatever disk you're referring to. Make sure that all system files are showing before you start copying.

You may want to check your boot order in your system BIOS. Your system will find the first bootable device in order of listing in the BIOS. If your bootable disk drive is not listed here, you won't have much use for your bootable disk.
