They have done EVERYTHING except have actual intercourse.They love to rub it in everyone's face that they were a virgin when they got married.....God says sin is sin..They weren't married when they were going down on their boyfriend or vice versa...Aren't they still in the same boat as the people that went "all the way"?

Adultery is defined in the Bible as ANY sex (even sex in your mind, see when Jesus says if you even look at another woman with lust in your heart...) that happens outside of marriage.

So yes, if they did what you say they did, they are just as guilty as someone who went all the way.

All sin is not the same, but the punishment for all sin is, and the punishment is death. Thank goodness there is a way out of that though!
