Just think about it for a moment (and read the 100s of other questions and answers on this point on this board) Everything needs a foundation, and that is what the ballast is. You would no more lay a lines of railway tracks direct on to the ground any more than you would build a road thus. Or indeed build a house without foundations. If the track were laid directly on to the ground the trains using it wouldn't get more than 100 yards without being derailed.

Ask the department of railways,and maybe it would be best to look for used rail road tracks that have been removed because they ended the railway service,but the tracks and railway ties are still in good shape.The land and transport i don't know,,,well good luck.
