If you want to live in a civilized society you cannot just pardon criminals. As far as God's Mercy goes that's between the criminal and God. Every person is required to take upon themselves a certain amount of social responsibility. This is every person's pact with the people around them. If they choose to live in said society they should not be surprised of the consequences of their actions. If they break it's rules they owe society a debt, that is separate of any spiritual debt. They should not be "rehabilitated" they should be made to pay this debt owed to all, even if payment means they give up their right to their own life.
