Depending on thier age, and relationship to you. A smack to the head or a good talking to. Or you can set them up for a failure for not keeping the promise, or ofcourse there is always the dont ask them for anything any more. W/o more information I cant help.

weed them out of your life.
refuse to take their calls or if you do, feign being busy
stop planning activities with them.
never be able for them to use you; don't loan money, items of clothing, household goods.
rehearse if you must saying; " I can't, I'm unable, I'm not available"
Do not allow them to use you!!!l
If you have any doubt just remember the pain and, disappointment you have experienced when they stood you up.
There is a saying; "People show you who they are..believe them the first time!!!"
