I have a road bike that has 27'' x 1 1/4 tires. Can I substitute these tires for any other sizes? I want to put 700c because they are easier to find.

I don't believe that substitution is possible. If your interest is running 700c wheels then visit Bike Nasbar http://www.nashbar.com/index.cfm and buy yourself a good set of wheels. You can purchase a set of Shimano 550 Road wheels for 179.95. You can also buy just the rims and use your hubs and build the wheels you want. Lots of different ways to go.
