Why is he not allowed out of the house? Golden retrievers are extremely active dogs! He'll get more and more hyperactive as he reaches adulthood unless he can be taken outside for lots and lots of exercise.
The best cure for this is exercise and training. Let him have good long romps in the yard and teach him how to "fetch". Even though he seems hyperactive, be careful not to let him get exhausted -- just tire him out. He should always have access to fresh water. A tired puppy is a good puppy, so have several shorter play sessions for him to run around and burn off energy everyday instead of one long one.
Teach him the "sit" command and make him sit before every meal. Use "sit" whenever you go up to pet him. If he jumps, ignore him and stand straight. As soon as all four feet are on the floor, pet him and give him lots of attention. Get him to sit right away as he comes up to you to avoid jumping. Always ignore jumping, praise sitting.
At this age, it's common for puppies to play-bite. To train him out of it, block off a part of the house and go there with him and start playing. As soon as he bites you, yelp loudly like a puppy and run away. Go into a different part of the house where he can't reach you or see you and stay there for at least a couple minutes. Then go back to him. If he bites you again, and he probably will, then repeat the process. Continue this every time he bites until he learns that biting makes his playmate (you) leave. Playtime only continues if he doesn't use his mouth.

Since your pup is 8 weeks old he should be going to vet for his shots and well check up now. The diet may be a problem. I assume his pet food is a good brand of puppy chow? Not sure why you are feeding the chicken/rice.
Is there a reason why not going out for walks? I must assume it is due to severe weather? They make neat outfits to keep him warm for going out if that is the case.
His vet may want to run some bloodwork or consider his diet to see why getting hyper after eating. Rule out a blood sugar or allergy situation.

You should only be feeding him 2 times a day and then switch it to 1 time once he is over a year. He will not be in a calm submissive state until he gets all his energy out with exersize and play. My suggestion is you play with him before the meal and wear him out. In the book the Dog whisperer Dogs need to put in a good day of play/exersize because of their K-9 instincts and then eat as one of the last things they do in a day. They will chill out after the meal. Dogs need a minimum of 1.5hrs a day of activitiy, if they do not have that much you will be dealing with a dog that will never settle down becuase he has no outlet to exert his energy.

Take him for a walk..........and welcome to the life of a retriever. I have a black lab who is five and I am still waiting for her to calm down. All that you ever hear about retrievers is how wonderful they are and how great they are with kids. You never hear how hard they are to control because they are insane.
A good long walk is the only thing that will help your crazy puppy. Put a stop to it now before he weighs 60-120 pounds.

What's the problem? Okay, so you can't take him for walks until later. You just have a jumpy puppy at home. If he's hyperactive, doesn't that just mean he can play with you and go wild? You don't want that?

Certain breeds need exercise - especially retrievers (all types), border collies, Siberians, etc. If they are a 'working' breed they need regular exercise. Either you choose when to exercise him, or he will choose when - obviously he has chosen after eating. Don't think this will get easier as he gets older - they require excercise at all ages.

take him out to play and run-they LOVE the outdoors! I have 2 and thats where they stay 24/7. They're happy healthy, active animals. Get a stick/frisbee/ball and play "fetch."

sounds like my german sheppard pup. i love golden retrivers. i would play with him outside. some dogs can't stand it inside. maybe he has too much energy and no where to spend it. get him to chase a frisbee or something. it's beneficial both for you and the dog. After all he is still a puppy

I would walk him or play with him. That should end your problem. If that doesn't work then ignore him when he is doing it. He need to take him outside about 15 mins after his meal
