Well why not speak to your mom in Spanish? Maybe at dinnertime or family time you can speak Spanish with her for practice.
Also, a lot of regions get TV stations from Mexico. If you watch that, it will help your vocabulary, your grammar, your intonation and your accentation.
I like foreign music myself, you may be able to find bands from Spain, Mexico and other Spanish speaking countries that you like. Again, that helps with your vocabulary and pronouncing words. I don't know many Spanish-speaking bands, so I'll just recommend La Maldita Vecindad, they're a pretty cool Mexican rock/ska/traditional band.
Maybe you can try giving yourself a different homework assignment every day... Write about what you did, or your opinions about something or someone, or maybe even translate one of your English assignments. Then read that aloud. That might also help with your speaking (and it will get you thinking in Spanish).
And... Thinking in Spanish would help, too. The more you think in a language, the quicker and easier it becomes to speak it because it's more readily available.
Try those tips out, maybe you'll find something that helps you.

Just speaking it. Thats all you have to do and all you can do. Just by speaking it.
You could even try saying things in Spanish to friends, you know, cute little sayings Even if they dont understand it, you could say something that sounds good and when they ask what that means, tell them. You might find they get interested in wanting to learn.
Int the meantime, just keep speaking it.

Consider buying an audio tape of easy to read children's books. Hear a sentence or two... pause it... repeat en espanol ... press play and continue again.
Just a thought. I make people talk to me in spanish and an use spanish audio tapes to expand my vocabulario. Es muy bueno para mi.

Your question is good.
Practice is the only real way to fluency in any spoken language.
I feel for you, though, because to speak it, at first you sort of sound like "Me Tarzan, You Jane". I did so for many years before I achieved any fluency at all.
Persevere and you will be chatting away in espanol before you know it.
Good luck.

Practice, practice, practice...did I say practice? That is the only way you will improve. Just use your spanish as much as you can. And don't be afraid to make mistakes, because we all do. Just try as hard as you can and be open when people correct you.
Best of luck!! :-)

More exposure. Read books, watch TV, watch movies, listen to music, all in Spanish. Converse as much as you can. You'll get it! I think it's great that you want to learn.
