Here are a few links to help answer your question. I am not all that knowledgeable on this but these may help. Basically the best dog foods are Science Diet, Iams, and Nutro. Just make sure the filler they use is good and not something like rice, which does very little for a dog.

Meat by-products are the rendered animal parts not suitable for human consumption including:
bone
feather
gut
hoof
brain
organs
of any of the following animals:
pork
poultry
beef
lamb
Keep in mind, companies who use by-products pay for whatever meat is CHEAPEST at that time, so the batches of food can vary in protein source(s)
You ask, is it meat, or not?
It's from an animal, yes, so it's meat to THEM, but in human terms, it's NOT edible meat.

Good question!!! That term means different things to different dog food companies. You don't want to know what all is considered meat by products! And big price doesn't guarantee real meat products. We all would like to trust that the ingredients listed are truely what they should be.
Recent random testing of actual bags of a top expensive dog food were found to not contain the vitamens and vital ingredients listed on bag.
My pack gets a supplement now everyday in addition to their dry food, just in case. Your vet may have a preferred food or supplement per your dog.

It is the pieces of meat that are not fit for human consumption (such as chicken or fish heads, chicken feet, intestines, or any rendered animals or animal parts). I would not consider it meat because it is not usually the muscle of the animal.
