The kitty obviously has an itchy bottom after she poos. This is most often caused by worms. I'd start by buying her an all wormer tablet...that might be the end of the problem. If not, take her into the vet to check for other possible medical causes.
Cats can also get hemerrhoids,or just have itchy bottoms. If the wormer doesn't work, and if the vet can't explain it, sounds like the washable throw rug in the appropriate area is the solution. I don't think you can train her to stop doing it...that would be like asking you not to wipe your bottom after you went to the toilet...she can't help it, nor should you punish her for it, it won't work to change the behaviour.

Get a cheap throw rug for where the cat does this. We call it Butt Surfing in our house. Ours do it occasionally,as well as the dogs. One thing that stops bad behavior in our home, take a spray bottle and fill it full of water. When you witness the cat doing something that you do not want, mist it from the bottle. Our animals will see us pick up the bottle and they take off running and forget about doing what they were about to do

There might be a valid medical problem with your beloved kitty!! As another loving kitty-owner, I am always keeping track of how Mr. Man, our cat is doing health-wise, as he is a little bit older in his years. Your girlfriend's cat may have a problem with the food that he/she is being fed, and it may be creating a reaction in the cat's digestion. OR, much more serious, your cat may have the start of worms!! You should have your girlfriend's cat checked out at your vet. You should be doing this for your girlfriend. She will love you more for it. Oh, and also, your vet may require a stool sample. You girlfriend may see the collection of a stool sample of her cat by you, a sign of a remarkable strong and loving guy!! Try it!! Hope that this helps! Later!

Like the previous posters have said, it could be worms that are making your cat scoot. Another thing might be that he/she could have full anal glands that need to be expressed. You can try to do it yourself (it's a nasty chore, and really stinky!), but I recommend having your veterinarian or a technician do it, and show you how to do it if you need to do it on a regular basis and money is an issue.
Have your cat checked out with your veterinarian with a fecal flotation, and have his/her anals checked. As for the brown streaks... yeah, been there, done that.... I feel for ya!
Good luck!

Is this a long-haired cat? I had a long-hair once and very often after he pooped some of it got stuck in the long hair around his butt and back legs. This caused him to scoot because he was trying to get it off. I solved this problem by trimming the hair around his bottom and hind legs in the back. After that, he never had to scoot again.

You heed to have your Cat tested for worms. That is exactly what this sounds like. Take your kitty in and have it De-wormed, I will bet this behaviour stops very soon after!!

Take it to a vet and see if it has worms. Unusual behavior for a cat!
