doesn't make much sense but i'll try

eso nunca, lo que pasa ES que no había tenido tiempo... = Never! (or no way) What happened is that i hadn't had time...

pero en ti todo el tiempo [doesn't make sense, was there more after this??] = but in you the whole time (or all the time)

maybe that was supposed to be:
pero PARA ti TENGO todo el tiempo = but for you i have all the time

Hope that helps

It's a bit hard to understand but here's what I get:

-Eso nunca! Lo que pasa es que no habia tenido tiempo, pero para ti, todo el tiempo.

-Never! The thing is that I didn't have/find the time, but for you I have all the time.

Grammar is bad and some words are all put together but the meaning is there.
