I worked for 6 months in ohio and received a W-2- but they did not with-hold any taxes because I was on a fellowship. I now live and work in North Carolina. In addition to the federal tax return, do I need to file state returns in both Ohio and NC, or just one or the other?

That depends on where you lived. If you lived 6m in each area you would file as a part year resident of both. If you lived in NC the whole time but worked in Ohio then you would need to file as a NC resident and put the income there. Since no taxes were taken it shouldn't be an issue of filing and paying the taxes from Ohio on the NC return then filing to get it back on a Ohio return.

File a Resident South Carolina return and a Non-resident North Carolina return.

Do you file your taxes yourself? If so, it should ask you if you worked outside of your homestate for any amount of time. Just answer yes and it will walk you through what you need to do. I definetly recommend TurboTax. It is very thorough and is guaranteed.
