because it is disabled.
just right click anywhere in the blank space of your program toolbar.
you will see list of available toolbar.
just select standart toolbar of pulldown toolbar or what ever, just try it. :)
(i cannot give the right suggestion because you didnt menction the program name)

right click on an empty space on the top of your open screen and open the tool bars there.. like next to your standard buttons. if you don't see it you may have a drop down button or a slide button on your tool bar somewhere that can be changed back the way you want it.

If Internet Explorer, right-click on an empty space below the dark title bar. Click on Standard Buttons.
If in Word, press the Alt + V. This is a toggle. You can turn it on and off at will.
