You can always buy a calling card with a low rate to Japan, and make random calls there. I just find out a prefix and dial randomly and talk (read: yell at drunkenly with friends) to people in japan.
Just remember to say mushi mushi, or konichiwa over and over and they just won't hang up on you.. Its bizarre
