I can guarentee Civil War #2 if you try to outlaw mutants from breeding. And I think the mutants would win - all those geniuses you hear about are mutants.
But it would never happen. It borders way too close to Eugenics. The problem is who gets to choose what is acceptable and what is not.

We are all mutants, The average person has about 5 mutations different from our parents. Whether we should all be allowed to breed is an entirely different issue.

It is a dangerous task to begin idenifying who is a mutant and who is not .. what is the line? If we all came from the african basin then are all non-africans actually mutants in some way?

Yes, a species is always in a state of growth or mutation. If mutations breed they can possible have positive qualities that did not previously exist.

There are no limitations on who can breed now based on race, sexuality, genetic birth defects, etc. (and there shouldn't be limitations)Why would laws change in the future?

Yes they should. Mutations are often helpful to the genepool and if they are reproduced in future offspring they can be beneficial to the species for years to come.
