When it has had the necessary health tests (CERF for eyes, thyroid, and checked for luxating patella), temperament tests (get it temperament tested by the ATTS or have it pass the AKC's Canine Good Citizen at the very least), and structure tests to make sure it fits conformation. Also make sure you have between 2 and 5 grand saved up for emergency vet visits as they often have to be delivered via c-section. I would also recommend putting in 6 to 12 months of volunteer work with the local shelter or with the Chihuahua rescue so you can see how many Chihuahuas are already out there. The female has to be at least 2 years of age as does the male. Both parents should have passed these requirements. Otherwise, you're just a backyard breeder and you're part of the problem of millions of animals getting killed every year due to over population. Please do the right thing and have your pet spayed or neutered. Leave the breeding to the serious, responsible breeders.
