Is the mother dog being given a chance to stimulate him to potty? He may need a lot of help from her (or you) to potty. Hold him to her, with his back in your palm, and his hind end toward Mama's face and see if she'll try to stimulate him to relieve himself. If she won't, get a bowl of warm water and a rag and gently stimulate him to release his bowels and bladder. The bowels *could* be the source of the bloat and the pain. If he begins to pass a stool and you can see that it is hard and dry, gently, gently try to help him by using a pair of tweezers to ease the hard, dry stool out.
The Karo (white) syrup is a good idea. Put a bit on the tip of your pinkie finger and rub it on the roof of his mouth so that he'll have to tongue at it and it'll go down. He's likely extremely hypoglycemic right now. Don't stop with the Karo ~ use a teensy bit about every 20 minutes. Hopefully, the Karo will loosen his bowels, too. Continue to offer warm water from the spoon, but the other Answerer was correct about aspiration pneumonia.
One thing i've done in the past is to pry one's mouth open, put him on a teat, and massage the teat to get the milk into the puppy's mouth. We can do all we can, but nothing beats what "Mom" has to offer.
Is there not an emergency phone number on an answering machine at the vet's office? If it were me, i'd get out the phone book or get online and look up a vet in the next nearest town and keep calling until i got one with an answering service or one that has his/her home phone in case of emergency.
ADD ON: I'm really hoping the puppy made it. If he did, would you please let us know the outcome and what the Vet said and did? I believe that many of us involved with dogs like to get as much information as possible. Thank you so much.

I'm not sure how his mouth became glued. He is most definely loosing ground. Give him a little karo syrup (just a little with the milk suppliment in an eye dropper. Youll have to keep getting fluids into him or you'll loose him. The karo syrup will purk him up but only for a short time. Only give him this a few times a day. Once you get fluids into him he should start takeing a bottle. Larger breed pups dont like the small animal nipples from the strore they do better with regular human baby nipples. Small breed pups need the small nipples. Keep up forcing fluids using the eye dropper be careful not to let it get down into the lungs. Make the mixture runny as hes dehyrated and his stomach is shutting down. With luck he'll be better in a few days or till you can get him to a vet.

To get him through the night, you may have to force feed him with a syringe. You can get one in the baby section at the drugstore for medicating babies.
Try this every couple hours, lightly rub his throat while you are feeding him to encourage him to drink the milk replacer. Make sure he stays warm too. You can also encourage him to poop & pee by rubbing his bottom. If he is bloated, try gently massaging his belly in a U shape starting from his right leg, up the right side of his belly, across the belly below his ribs, and down the left side toward his left leg, if he has any gas that might be making him uncomfortable this may help too.
Get him to the vet as soon as you can.

If you can get some Pedialyte, give him that with a spoon. He is probably dehydrated and gassy. The pedialyte will help with the deydration, at least and maybe keep him alive until you can get him to the vet. If there are no open stores, look on line for a recipie for a fluid replacement solution (that's what Pedialyte is) and mix it up. It is just distilled water, salt and sugar, but I don't know the proportions.
Keep him warm. I hope the little guy makes it.

Call the veterinarians office number and many times they will have a veterianarian on call and the number will be left on the answering system. I live in a very small town in the country and this is what we have. Also, you could try to call an emergency vet in a nearby town from the phone book and ask them what you can do. If not you could also at the last attempt to contact someone, call the ER locally or not and ask them what you can do to help them, many times they will know be it a dog or human.

Hi Suzie, You did the right thing. Even the mommy dog was asking you for help. If you hadn't done what you did,the little guy would of died. There nothing at all wrong with this. You can try some Karo syrup and rub some on his gums. That will help his sugar and hopefully prevent him from becoming hypoglycemic, and might bring up his sugar if he is already hypoglycemic.
Keep him warm - you can use rice bags (make them by putting rice in tube socks, then microwaving them). Try not to use heating pads because those can burn puppies quickly.
Keep trying the milk replacement, but try not to force feed him... he can end up with aspiration pneumonia if you force him too much.
Call your vet in the morning to have him looked at ASAP.

I would lay pup on a heating pad, covered with a towel... warmth may relive stomach pain

Check the pups throat clean out his mouth with warm water. The only thing you can really do is to keep trying to get it to eat. But really check the throat to see if there is anything lodged in it.
