What exactly is your friend being charged with? The age of consent is usually interpreted as 18 but Thai's can marry at 15. Thai Labour Law requires that to work in a bar a woman must be 21. Prostitution is illegal in Thailand even though it is everywhere. If the authorities are trying to give him a problem he is not on very safe ground anyway.
Your friend needs a good Thai lawyer rather than advice from the internet. To actually get to the stage of being charged he has either upset somebody very badly by his behavior or he is being conned. If the family are threatening rather than the police he definitely needs to get a lawyer involved who will probably issue a complaint to the police against the family for extortion.

When anybody goes to live in any foreign country, ie. not the country of their birth, they are at a disadvantage because they don't have the relationships in place to help through life; family, school friends, university friends, friends of friends, etc. To compensate for this, it is necessary to network to build up local contacts who you can turn to when things get rocky. An obvious way of doing it is to marry into a Thai family but it is also possible to get to know the right sort of people (helpful people) but keeping ones eyes open to opportunities to meet and cultivate relationships with people with good local connections (essentially middle class Thai people). Really what one is looking for is educated Thai people who by virtue of their education and subsequent career will have built up a network of connections that you may be able to tap into by being a friendly, honest and generous foreigner. Poor Thai people try to con well-off Thai people too, not just farang, but because of the former will have a good network of relationships that they can call upon, false allegations/set-ups will just bounce-off.
This is exactly what foreign companies do when they set-up in Thailand (and elsewhere is Asia). They spend time and money to get to know the right sort of people. They're not doing this for fun; they know it pay dividends for their businesses in the long run. Why not (albeit on a smaller scale) take a page out of their book?

Unfortunately, here in Thailand it is common belief that all of us falang have ATM stenciled on our foreheads. Corruption is so ingrained in Thai society that its commonplace to work out payment rather than let the law do its job. Here in Thailand he with the most baht wins unless a poor Thai is involved...then the Thai wins and you lose. But look at the alternative, lose some money and be free or go to the monkey house. Its a no-brainer for me. I'll pay up. For the record age of consent with falang and Thai is 18-20.

Either call the tourist police office or Thai Law Association. I understand that the lawyer will assist you without charge. Do not bow to the corrupted cop.

In a situation like this in Thailand "age of consent" is just a reason to extort; what THEY say counts. Get a good lawyer. Or pay up.
