Why does he stay so fat? He gets ample exercise, and play time. What can I do ?

Well, what kind of Hound are you talking about? Bloodhounds are supposed to weigh around 105-110 lbs. aren't they?

Ok, you have a coon hound? Then he should weight 70 pounds. Cut back to 3 cups a day and see how he does. No snacks

You need to follow the guidlines for feeding on the dog food. I would start with a visit to the vet to see how much he should be eating. I have a lab mix that gets 1 1/2 cups per day and is less than 50 pounds (perfect for his size). I would also eliminate all people food/scraps if the dog gets them. It is important to maintain your dog's weight just as it is important to maintain your own! Four cups of food sounds like WAY too much!

May be a good idea to take your dog to the veterinarian. Many dogs have different nutritional needs and the vet can help you set up a plan on what to feed them including types of food and maybe green beans etc. It also could be a problem that would need medication.

Depending on how old he is, it is possible he may have an
under-active thyroid or some other underlying medical condition that is keeping him from losing weight on a restricted diet.

Have him seen by a veterinarian to check for any health problems.

Couldbe medical problem. Just like people. YOu gain weight but dont know why even if you eat healthy. BUT before you consider that call your vet and probley switch food and amount fed, just ask your vet for advice. They can solve your problem.
