You have to ask youself, Why does "Tom" think he is your boyfriend? What have you done to lead him to this conclusion? Either take the honest and mature approach and tell him that there has been a misunderstanding and that you are just friends - or ignore him untill he goes away and you will have to give the same speech a month from now and he will already be really hurt. Also, do this sooner as opposed to later as Tom will probably waste his money on a gift for you and to accept this Valentines Day gift from him would be very selfish of you. If he does give you a gift you must return it and this would be a key time to set him straight.
As far as your new flame, take care of Tom and the new falme will fall into place. Tom is the issue, not the new guy.
