It depends on how observant they are, and if they are wanting their picture taken. If there are tourists wanting a picture of them and take it unknowingly, they are breaking no laws. If they are knowingly being in the picture, it may violate a law because if they were not in the picture, the camera would not be operating (they are affecting the outcome of an electronic device). They cannot ask someone to take a photo of them, though.

There are varying opinions on this. first of all, this is a free country and anyone can do as they please, the question is more correctly do Jews believe it is against Jewish law to have their photos taken on Shabbat.

The most strictly observant Jews woudl tell you that it is a violation of Jewish law because you are knowingly affecting the outcome of an electronic device. Some more lenient opinions state that having a non Jew a take a picture is ok as long as the Person is not actively participating or the picture is taken by accident. For example some synagogues have security cameras in place, and these are allowed because the picture is taken automatically with zero input from the person who is being filmed.

Not sure. No cameras in synagogue on shabbat, though. No carrying of anything.

if someone takes their picture without asking then they did nothing wrong, but they cannot ask another person to take their picture for them.
