It's okay to take him outside NOW. Peeing inside on newspaper just teaches them that in the home is an okay place to go. They can be hard to house break, but it takes routine, routine, routine. Don't allow them to use the newspaper. Don't allow the pup to run around unsupervised until it is trained completely.
In the meantime, everything should be on a schedule, including meals. You have to be proactive and get the puppy outside before it pees. You will have to take it outside a lot.
It doesn't have the ability to understand what you want. Hence, the importance of the routine. Just like anything you want to communicate to the dog to learn, sometimes it takes about 100 times of doing it for them to go "ah-ha". Sometimes it takes 1000 times. One of those times, it will work. You will also need to find a way for it to tell you it needs to go out. My dogs ring a little bell (like a Christmas jingle bell) that hangs by the door.
Reward them when they do their business outside to accelerate the communication process. "Oh, I pee outside and I get a treat! I get it!" I used to buy super cheap turkey hot dogs and cut them up into very tiny pieces. Freeze whatever I couldn't use quickly. I also find cheerios to be a very cheap reward, but any food they like will help them learn.

AW POOR THING! #1. you shouldn't make fun of it because the way it was born, how would u like it is someone did that to you? #2. You need to give this dog a chance at your house, just because it is ugly doesn't mean it can't be trained. #3. To potty train a little pup, you need to help it with going to the bathroom, like encouraging it and going with it outside to the bathroom. But first you need to take it on a leash because puppies ate unpredictable! Best of luck!

Sometime when dogs are that small they can't get outside - for example down a step or something. You may need to carry the dog outside. My friend had a small Chihuahua and she just used potty pads.

Start potty training outside as soon as it has its first shots. As long as their are no other strange dogs roaming around, you should be ok. You can also get puppy pads for him to use. They are alot cleaner than newspaper and some of them have a pheramone that will attract you pup to use that particular spot. Good Luck.

Be patient with housebreaking. Since the dog is a puppy, he will have accidents in the house. It is best to try to stay near him during the day, and take him outside to go to the bathroom very frequently (I did this about once an hour during the day with my puppy). When he goes outside, give him lots of praise and a treat. He will get used to this, and want to go outside to the bathroom. I asked my vet, and he said dogs don't gain complete control of their bladder until they are 6-9 months old. But patience is a big key when housebreaking them.

He should start going out right now. He needs to get used to the feel and the smell of the grass. Make sure you supervise him though.

im not sure but you can also put newspapers on the grass and spray the spray or whatever your ueing to train him after that pick it up after two days or more then the dog will do his buisness in that spot you could put the spray anywhere you want its better on the side in one spot so you know where your dog shits so you wont step on it!

He can use the grass right away! Get him outside at least once ever hour or so - as he gets older he will learn to hold it.
