ok I don't know where you are located but maybe your keyboard setting are wrong. check your "regional and language options" on the control panel make sure it is on the region you are on ie..English (united states) also click on the languages tab and on details box.

Wow whats with the Caps locks - I don't want to go blind yet.
Now as with all laptops I will suggest:
You test the keyboard on many application ie. Word, Notepad then The Internet. Isolate where the problem occurs.
Having done that then I can suggest you use the technical help to get the best answer for that particular application.
Also to uninstall IE 7 don't use system restore use Add / Remove Programs.

If the keyboard is wireless, replace the batteries and make sure the receiver and keyboard have line-of-site... if it isn't wireless, then get a new one or check the drivers for corrupt...
