I love disingenuous (as in "giving a false appearance of simple frankness ") questions like this!
Thing is, none of us here have any idea A. What is the format of the video file you're attempting to encode (avi? mp4? rmvb?) B. What application you're encoding with (Nero, WinAvi.. there's tons of choices) C. your computer specs (tons of variations) D. really, nothing useful.
However, you'd like a specific answer to a unapologetically generic question.
Here: yes.

i used a programme called cd burner pro xp i copy a film called blood diamond which is over 2 hours in approximately 15 mins onto a dvd, i really think it is the burning software that you use because it would have takinn a whole lot longer with Nero

Depends on the speed of your PC, the software you are using and sometimes the file you are burning.
In general if I am converting a 45min film to dvd if takes 1-1.5hr though some have taken a lot longer.

I'll bet you have a Celeron processor .... if so .. that may be expected.
It's the encoding to DVD that takes long ( an hour or so on a dual core) ... the actual burning takes only a few minutes.

are you downloading from the net? if you do this, it comes to you as an avi. and your processor has to change it to dvd files which takes a long time. if you are copying an original disc (for your own use) this can be done in under 1 hour. download dvd shrink from the web and your problem is solved.

If you are encoding (burning avi to dvd formats) then I would say six hours to be about right, if not longer. This is why I don't do it, I am too impatient!

Some burners take longer then others. That sounds just about right to me though.

Depending on what speed you burn it at...that seems kinda long..mine is usually around 45 min. but I have a really powerful computer.
