Do you mean car hitches? The thing that you attach to the car to tow a boat or other things? I don't think it is called a scrotum, its called a hitch.

Now are you talking about the ornament scrotum's. They are on a lot of the lifted trucks. They can be located on line I know that but depending on where you live. They can be found or rather ordered at a 4 Wheel Parts Store. Any place where they can lift a truck or any truck specialty shop. My friend had to order yellow ones to match her truck but I have also seen them in chrome, blue, red, and black. They look like a set of balls right?

I suspect you are referring to kangaroo scrotums which are readily available through several online sites. Just use Yahoo search and you shoudl find a seller.
