If you read their total policy statement you will find the answer to your question. It appears to be a come on for an on line survey company that will dun your email to death with advertisements. Here is a small part of their statement
6. Does OLG share the information that is collected?
OLG may disclose personal information to its agents, suppliers and service providers in conjunction with providing you with products and services or operating portions of the OLG Web sites. Such entities will be required to use personal information provided solely for such purposes. All such third parties are prohibited from using your personal information except to provide these services

Illegal for US citizens to play online lotteries out of country.
