Copyright and register your ad first.

You can try to pitch it to the company but chances are a million to one they will even talk to you. These people spend megabuck with some ad agency so they will not have to talk to people like you. (It is not anything personal. They are busy doing their jobs).

You might have a slightly better chance pitching it to the ad agency, but we usually are closed minded to outside talent.

Your best bet would be to find out the names (e-mail addresses too, if possible) of the marketing VP or Marketing manager. This is tricky sometimes but there are books at you library that will show you how to get the info you need. Corporate telephone operators and secretaries are trained to block all but familiar callers so you must be resourceful.

Example: You call the company and ask who the marketing decision-maker is. In addition, tell the person on the phone you want to send some information to them. Information that will make them a lot of money. "I think he or he would love to take a look at my letter. All the companies I send it too are more than glad to get it.”

Then send it in a letter that starts out saying, "Dear Mr. Smith, here is the information I promised you." These people do not open their own mail so the secretary reads this line and thinks her boss is expecting your letter with your ad attached and might put it on his desk.

Check out books on things like "Getting past the gatekeeper" or "Cold calling made simple.”

"Sales is the easiest job a person can have if they do it badly and the hardest if they do it well."

I work in advertising and marketing. The cheapest way is to sketch out your idea and then copyright it. You can register your copyright through your local city government or with an on line copyright service. Once it's protected, pitch it to the company. Get in touch with their marketing department and find out which avenue to take. I know some big ad agencies that take big risks with ideas. They will actually produce a whole marketing campaign for a potential client then pitch it to them. Sometimes it works, sometimes not. Good luck.

You start an ad agency and get them to hire you.

No company will consider that avenue unless they manage it as a contest.

ADDENDUM!

YOU ABSOLUTELY CANNOT PROTECT AN IDEA WITH A COPYRIGHT...YOU CAN ONLY PROTECT YOU LITERAL EXECUTION OF THE IDEA. FOR EXAMPLE, IF YOU HAVE AN IDEA FOR A COMMERCIAL THERE'S NO PROTECTING THE IDEA ITSELF...YOU'D HAVE TO LITERALLY MAKE THE COMMERCIAL AND THAT WOULD BE PROTECTED...WHICH IS WORTHLESS BECAUSE NO ONE WOULD MAKE EXACTLY THE SAME COMMERCIAL WITH THE SAME CONCEPT!
