You've gotten some great ideas already, but I would add one. You might look into private/charter/magnet schools in your area. Some would be free while others may provide a full/partial scholarship for your child.

In terms of helping her with her fears, let her know you are on her side and you understand her concerns. Let her know you are with her and you're going to help her find a solution she's happy with.

One if you don't want her to attend that middle school.. call others around you and see if you can get her into those ones. Some can not take you b/c of zoning issues and they already have to many kids. I would let your daughter know that being short does not mean the end of the world. I mean I went through middle, junior high and high school and ever since 6th grade I have been 4'11''.. even to this day i am the same height. I haven't grown at all... boys think its cute.. girls don't really pick on you b/c you are small... There are a lot of kids that are probably small for their age. She will probably not be the only one.

You can make a request for her to go to another school esp if the school underachieves or dangerous to go to but it may mean you will not get public school transportation. The fear is dealt with by explaining that just because kids are bigger does not mean dangerous or to be scared of and more than likely she'll experience a growth spurt for at 11 has not yet reached her full height. You can also contact the school so she and you can tour the school-meet her class grade teachers and familiarize with the layout of the school-perhaps even have lunch at the school where she'll see the kids having lunch and just being kids-this will greatly diminish her fear for she'll the kids just like her except a bit taller/

Call your local school board and ask them about their out of area policies for middle schoolers. Also check and see if you district has any charter school or schools of choice.

I think every city has different rules about districts and transfers. I can tell you that I was an out-of-district transfer my whole 12 years of public school. My mom sent in a request every year, citing that she needed me to go to school close to her job. It was always approved.
