I would say no it isn't cheesy, well not the cookies anyway - they're a brilliant idea because they are made by you and shows that you must really care about him to do something personal like that and men secretly do like women who can make things!.
As for the balloon, I really like the idea of that too because it is something different and original, but if you aren't really dating or
going out on a romantic date, then I would think about giving him something like a really cool key ring for his keys. It is a simple gift but at the same time, will not give him the jitter-bugs as say a balloon with "happy Valentine's Day" if he isn't wanting to make
your dating official.
What kind of car does he like? - if he likes classic cars, you can always buy him a key ring of the model of car he likes?. This will tell him that you are also interested in what things he likes and the gift will be a lasting symbol of your time together. Lighters are also another great idea if he smokes. You can get a great range on ebay at very affordable prices of lighters and key rings. I got mine from there!. Another great idea is a CD of his favorite band or one that you think he might listen to?.
It doesn't really matter what you bring him as long as your time together is a special one. He clearly likes you somewhat to want to take you to his home town!!. I would say though, just better to keep things low-key at this stage and cookies are great but instead of the balloon, I would get him something more guy-like and what he would be into.
A cool T shirt would also be another great idea and shows your sense of fun and adventure!. Obviously don't spend on anything you can't afford too much to spend on, but something simple but fun would be great as long as not too slushy on the romantic side at this stage until you know where you are going with him first?.
I wish English men were like some American men - he sounds fantastic. Hope you have a great date and whatever you do, make sure you enjoy yourselves. You sound like such an amazing person and this guy can obviously see that if he wants to take you out!. Hope I have helped?

I'm sure he would appreciate it... Guys love food. :) If you want to lay off a little, you could perhaps subtract the balloon(s) idea.
My first valentine's day with this one guy was about a month after we'd been seeing each other, so I was in a similar situation. I got him a candle and wrote a little note on a card just telling him I was glad we met. He got me flowers. It was quaint and appreciated, and not over the top. :)

You've known him for a while, so it would be understandable. Heck, I've known people that were best friends for like four years, then they started dating and got married after only a few months of dating. Who knows, maybe he feels the same way too? And if he doesn't, at least the friendship won't be ruined.

If hes taking you out on Vday I dont htink its too much to bake him cookies and show up with a balloon. Thats cute nad if he thinks its cheesy then just laugh it off with him.

cookies... eh. balloons, no, unless he's the goofy type in the first place. if you're just dating (not bf/gf), then i say get him something VERY simple.... a simple chain bracelet perhaps? i dunno, you'd have to think like a guy. dont give him anything too expensive or screaming "i want you so bad".... keep it simple, laid back, nice but not too nice.
