The white paint is chipping away and they are swelling in areas that became wet

Sorry to say it's irreparable. The problem is the substrate is composed of medium density fiberboard. Once moisture gets in and it swells, there's nothing you can do except to replace it. I've tried sanding as was previously mentioned, but the stuff keeps fluffing up. The structural integrity is lost. Good news is, it's not so expensive to re-do cabinets, especially if it's just the doors.

The problem is typical of laminate. The expensive laminate
is usually not replaced, it is repaired. White general laminate
is not hard to repair. Sand down the crack, chip areas, add
some regular rubbing alcohol foam up with the sander. Wipe
clean, now apply two thin coats of repair. You will have to watch for the second coat and dab away with a terry cloth if
any drips, smears, or lines. Lighter dabbing will bring on the
right affect when near dry. Apply a laminate clear thin coat.
