The tour guide is lying. When the tour guy answered Sam he said "OVER west" meaning that Sam and the tour guide were on the east. If the tour guide was from the east, then he must always lie.

If your question was " Was this information correct or not ?" Then there is no way of telling that because it maybe true as the western tribe never lies or false because the eastern tribe always lies.
