Sam saw a guy passing him. He asked the tour guide to ask that guy where he lives. The tour guid went to ask the guy and came back with the answer: he lives over west.

The tour guy was telling the truth..
The guy who walked past was telling a lie.
Because if it was the other way around.
The guy who walked past would say he was from the west, then the tour guide would say he was from the east.

The tour guide is lying. When the tour guy answered Sam he said "OVER west" meaning that Sam and the tour guide were on the east. If the tour guide was from the east, then he must always lie.

If your question was " Was this information correct or not ?" Then there is no way of telling that because it maybe true as the western tribe never lies or false because the eastern tribe always lies.
