I'll be moving to the Philippines by next year. I want to have a house built with solar panels and also have a wind turbine installed so that I can save on utility bills and have power during any black outs. Are there any dealers there or do I need to import them from the US?

France, Germany and Japan are other great manufacturers of photovoltaic modules.
wind turbines are much more available even as price/ kWh.
if you meant solar panels for water heating - i don't know.

before getting a wind turbine and a PV modules you should check annual wind speeds, wind runs and solar radiation - if they are not big enough you will not save anything or even worst.
this alternative energy sources are not suitable for backup energy - what if their is night and wind is not blowing?
you could have an hybrid system - to combine more energy sources like eolian, solar, diesel, power grid, accumulators (for energy storage) ...

I just checked on the solar Insolation map and the Philippines gets from 4 to 5 hours of Peak sun hours a day. So Solar electric and solar water heating would work pretty good. I put a link to it below.

I found the wind speed information in PDF format and put the linke below as well.

I do believe that both solar electric, solar water heating and wind power would work just fine for a full time power source.

I have spoke with a couple of people from the Philippines and they are normally looking for solar products from the USA. So I would say it would be best for you to find them here before you leave and ship them over your self. You let a business do it for you from over there and I bet you will pay double for it all.
