Years ago I had a dog that was hit at 3 months by a car.
Believe it or not, the prime permanent outcome was that it was effectively circumcised ever after and ran around almost permanently on the go for sex and with the red erectile center of its thingy constantly exposed and projected as if it was permanently in doggy copulative act!
Many of the kids would poke and laugh at it.
Being a whippet, we used to ride and run along everwhere.

So, What could I do about the whole situation??

Putting shorts on would only aggravate the poor guy. It may also just simply put him more on heat than he already is!

No, I'm not mean to animals; the Creator blessed them to gain joy in procreation! I don't believe in the neutering nonsense!

Talk to your vet or dog trainer about the over drive for sex. They can better help you control your dog. Is your dog neutered? As for the pointing and laughing, education the kids that laugh. Tell them what happened and this is not a thing to be made fun of and every animal deserved respect.

To add: I am only wondering about if he is neutered because he may cause some neighbor's dog to become pregnant by accident.

Uh- what, exactly, is your question? You're saying you still have the dog after its accident years ago? And you're tired of the dog being made fun of??

If so- see if a vet knows someone who could fashion a synthetic sheath for your dog's penis.

Something is irritating his weenie. May be scar tissue or foreign material, or the injury itself. A vet should check it out.
