yes if a car is fitted with belts then they must be worn. the only cars that are not fitted with belts are those made before 1st Jan 1965 when compulsory fitting came into force

I think seatbelts became compulsory fit about 1972 in the UK, and wearing them became compulsory in 1983.
Rear seatbelts became mandatory fitment about 1986, with mandatory wearing a few years later.
The only reasons for not wearing a seatbelt in a car are:
You have a specific medical exemption, or
No seatbelt is fitted to the car, and the car is not required (due to its age) to have it fitted.

Yes. The only exceptions in states with belt laws are vehicles built in 1962 or prior;; seatbelts were optional equipmen in all American vehicles until 1963. If you own a 1962 or prior vehicle and they have seatbelts, you must wear them under the states law, (or remove them and all traces thereof).

all cars are required to be fitted with seat belts in many states. even old show cars. in the 80's cars were equipted with seat belts anyway.

Yes but they must be modern rip cord seatbelts, older stlye seatbelts were adjustable to keep drivers locked in position, these are now illegal. The modern seat belt allows movement but clamps during any sharp alteration in speed.
