In boxing, in order to be recognized in the top 100 rankings, you must first prove your talent. After you prove your worth, you must find a good promoter and expose yourself well within your region. If you are skilled enough, you must then win a title in your country and defend it a couple of times. You then have to win a belt with competition from overseas fighters. Once you have done all of those, find a way to get into the United States and schedule a fight there. It doen't matter if it's televised or not, at least you are with a world-class crowd. If you maintain your success, fight on televised undercards. From there, you will be rated as a world-class contender.

Line up a bunch of tomato cans and start turning out lights, then fine a corrupt promoter and break out the $$$$.

to get ranked aka rated, fight your way to the top, get a good fight promoter to get you the harder fights, and basically when the crowd knows who you are , your well on your way to beoming a rated fighter in fight magazine

By beating people. Thats pretty much it. Beating people, then beating more people. Then beating big name people.
