It would be more appropriate to sign sincerely. To send best regards to somebody you have never met sounds over friendly and fake. Not everybody likes it.

You could just use Regards but I don't know why Best Regards is objectionable. However, I wrote a letter for my boss one time and used Best Regards and he objected highly to it.
I find Sincerely to be meaningless and trite.
Do as you please.

i got tons of business letters and they never met me, yet, they sign best regards all the time, and i don't see the sincerity in that at all, i just think it's so fake. this is just my opinion. no pun intended. no offense ..

Sure - any semi formal closing like that is well-received. I got a letter last night from a woman I'd never met signed "with love and respect"! Can you imagine - I think any attempt at courtesy or well wishing is welcome.

Can't you wish someone well, even though you haven't met them? That's all "best regards" is. God Bless you. And I don't even know you.

You sure can. It's right on that line between friendly and formal.
