no, only female cats can, but male cats can smell female cats in heat. (only female cats can give birth so they are the only ones to go in heat)

no there is no reason for it. only females need to. they go into heat and their ovaries swell and cause some mild discomfort and hormone changes. that's why male cats smell a female in heat.
