Talk to your friend, if they seem uncomfortable with the topic, or feel angry that you brought it up, there may be a problem. If they don't feel angry or uncomfortable, they may be trying, or it may be that the dog is old. Talk to a vet for other info.

.If you feel close enough to your friend, just ask if the dog is feeling bad and that can open a door to talking about how thin it is. Large breed dogs that are really active are a little thinner, but if you are concerned it is always better to try and resolve the situation between the two of you. Ask if there is something you can do to help and be a friend, really help. Let your friend this is what you would want him/her to do if it was the other way, you care about your friendship. If they stop being friends, there wasn't much of a relationship anyway. If that happens, I would do as the other person suggested and call animal control and tell them you need to remain anonymous

Just because the dog is thin doesn't mean that its not taken care of. One of my dogs is waiting for surgery (just got to get the money for it - it is a priority) but he's in constant pain and a spin off of that is that he just doesn't eat much. Food is always available for him, medi-cal, so its good stuff. He even gets pate, steak and roast fats to help keep in from getting like a rake.
However, in the majority of cases, an overly thin dog is a concern. Ask the owner if the dog is doing ok, it could be as simple as undiagnosed worms, lack of money to support the animals or it could be as serious as out and out neglect. Talk to the owner, if you feel good about the answer, leave it, if you don't call your local animal authorities and ask them to investigate.

Call the SPCA in your area and ask to speak to the
Animal Cruelty division. Tell them about your concerns
regarding the very thin dog and you can remain anonymous.
If they cannot take the report, ask where in your area you should call.

you should talk to your friend and ask him why the dog is so thin there is proberbly a strait forward explanation like he cant afford it suggest he calls animal welfare for the dogs sake if he refuses point out that you will have to and that you still want to be friends with him but you are only doing it for the dogs life good luck and please dont let it die you will regret it

It's very difficult to get Animal control to seize a dog (at least in KY it is). My suggestion, take the dog, yourself, and turn it over to it's appropriate breed rescue.

You work for an animal shelter and don't know the legal ways to do this? Go see your supervisor.

Call that Mexican Dog Whjsper and he will "Show Dominance" to your friend!!!!
or
You should call the cops or human society to go storm his house and rescue his dogs. And remember the motto: "We leave no man, dog, pet, or anything else, behind!
