Why do some programs open completely with all graphics in two Windows users sites but not the third site?

I am running Windows XP SP2. As the administrator, my Windows site gets the text of programs, but not all the graphics, ie.e. highlites, shading, pix, etc. Message boxes, in which there is text, appear solid black. What is preventing the program to either download or load from a disk only partially in one site but not on the sites of the other two users on this PC?

Looks like your browser settings are tempered with...Restoring the defaults from Advanced options can set the things right.
