I want to represent my art at an art festival. It's just that there are tons of festivals and shows here, but I never see application information. Is there a newsletter you need to subscribe to? a web site? I know that some are juried, but still, I don't know where to find the initial contact info.

I am an artist, represented by a small gallery where I've only sold one painting. I think I'd do well at a festival, so I am not asking as a dilletente.

How come I go to all the festivals around Cleveland, but don't know how to apply. Artists magazines or newsletters?

Call the office of the Mayor for your city. They probably have to approve all art festivals.

Usually the best place to start is to contact the city municpal center. Also, ask the artists how they applied, they are always very forthcoming with helpful answers.
