no. I have gone to school in rain, ice, snow, tornado's (we were at school when one hit.) wind storms, no power, you name it and I have gone to school. tough up and go to school. and judging by you grammar you need to be in school.

If you happened to be in Australia with the longest drought in history, most people would understand if you had a little celebration!
If a little kid came to school with a note saying "Johnny stayed home yesterday because it had rained and he'd never seen rain before. It was a rare chance to study this aspect of environmental education. We also caught rain to measure and thus he studied mathematics. Then we froze that rainwater, let it melt, and set it in a saucer in the sun to evaporate thus studying science and the three states of matter. We put some food coloring in the rainwater and watched it climb up inside a celery stalk - more science - capillary action. We discussed the weather and suitable clothing for it; and why our bodies need water - health education. We listed what else we could use the water we caught for: drinking, watering the garden on a dry day, topping up the washing machine, washing our hands... making the most of water is water conservation and therefore more environmental education....."
However - generally - no, not a good excuse, especially if you're older than about 10. What's the real reason? A test that day or an assignment due? It depends how seriously you take your education, and I get the impression you have higher priorities.

The only time you can be excused from school for a rainy day is when it is a flood and no one can get to school. Usually someone will tell everyone not to go to school or to go home (parents can sign you out of school).
Where I live there are a lot of floods, tornadoes, and hurricanes. So I pretty much know when it's to the point when they will excuse school.

2 hole year? Sounds like you need to go to school.
Of course rainy day is no excuse. If it's high school, they'll tell you that's what buses are for. If it's college, who cares? Most professors don't take attendance (except in small classes).

Someone in my school's mom made him stay home because of the recent noreaster.
It's kinda crazy, but it happened. I don't think he will get away with it.
