Fill a spray bottle with the hottest water you can handle. Keep spraying and scraping. Give time for the water to loosen the glue but don't let it dry out, you'll have to start all over again. Work in small areas at a time. When you get it all off wash it really, really well. Any residue left from the glue will cause crackling in your new paint. You can also buy wallpaper remover but really soaking it with hot water works just as well

The beat way by far is to hire a steam remover. This is a gadget which you place over old paper, and it loosens old glue or paste beneath paper.Does it very quickly(hire center). Otherwise you can use hot water, bit messy though. What you need to be aware of,is what the wall under the paper is like? Is it smooth, or does it need some filler etc.You may need to repair wall first prior to painting. Paint with a waterproofed or Marine Paint. Usually these are now Acrylic, and much easier to apply than old oil-based paint.Usually a semi-gloss paint looks best, as it reflects some light.

There is a glue remover that you can buy. You can buy it in a spray bottle or in a concentrate and add water. You soak down the glue and then use a putty knife (I used a plastic one) to scrape that glue off. It's a pain in the..... even worse if your walls are textured walls. Get as much off as you can. Then paint the walls with Kilz or Kilz2 before painting, so that you don't have glue popping off after you paint.

There's a special solution you can buy to mix with water that will take it off easy. However I find just using water and letting it really soak in will do the trick.
