But when on vacation far from home and you see a licence plate from your state on a car at some tourist site, you strike up a conversation and chat like you were old friends. My wife does this all the time. I don't understand???

It's about privacy, I would do what your wife does if I met someone from back home while in California and have in fact.
But at home I like to keep some distance from my neighbors. I don't want them to think it's OK to stop by any time and chat for an hour or two.
My neighbor to the right is a nice guy and we chat about the weather for a few minutes and move on, but the guy to my left, as much as I've tried to discourage him keeps coming over and blabbing on and on about stuff I could care less about!
Hey you just gave a good idea for a question.
How do I get ride of this guy once and for all?

That's because you are tired of seeing the neighbor down the street everyday. Someone that you haven't seen before and is from the same state seems more exciting and interesting.

That neighbor you have to see often. The stranger you might never see again, but yet you still have a connection with because you are from the same state. So when talking with this stranger you don't have to worry about making a fool of yourself.

For some people, it's probably easier to chat with people that you don't know rather than someone you see all the time.

Yeah, your in a strange town, and seeing someone who seems "familiar" -whether they have the license plat; shirt-makes sense. If all goes bad, you won't see them ever again, I hope.lol.
