If he is active and nursing normally, there's no immediate need for concern. Often the smallest in a litter will grow to normal adult size.

Re: his color. Here is some interesting information on color from the Yorkshire Terrier Club of America:

What you're seeing as "silver" might actually be what they call "blue". If he is "born blue" (as they say in the above link), you would do well to heed their advice.

He may look silver but with dogs, you call it blue. After reading a bit about blue Yorkie pups, the puppy should be taken to the vet ASAP and he should be health screened as an all blue Yorkie is considered a genetic default. The puppy could end up loosing all his fur, many skin problems, other illnesses and possibly death later in life. When it's time to sell the puppies, you should NOT promote the blue color as being "rare" or "special", nor should you promote him as being "rare teacup" or "miniature" or "tiny". He is simply a runt and he WILL end up with health problems when he is older. Also when it's time to selling him, either get him neutered BEFORE he goes to his new home (should not cost a lot as he will only weigh around 1 - 4lb) or make up a WRITTEN agreement with his buyer to get him neutered before he is 6 months of age.

in litters that size it is not uncommon for one to be smaller than the rest-a lot of yorkies are silver so that just means theres silver somewhere in his pedigree-there may also be a teacup there too which may explain his size-if he is a lot smaller it is best to keep a watch when the pups are nursing to see that the bigger ones aren't crowding him out-if so then either set the others back for a bit while he eats or get some supplement at the pet store and feed him 9they eat about every 2 hours for the first few weeks-if he seems to be getting enough on his own then don't worry-good luck
