They have a dessert at Ruby Tuesday's that is a slice of giant cookie topped with ice cream and caramel. It's like a super thick chocolate chip cookie. Like cake.
I think it's called the blondie.

How do they make the cookie part of it?

The only blondies I've ever heard of are similar to brownies (except they are blonde- hence the name). You could try a recipe like this:

Blonde Brownies

1 cup butter
1 (16 ounce) box light brown sugar
2 eggs
2 cups all-purpose flour
2 teaspoons baking powder
1 teaspoon vanilla extract
Pinch of salt
1 cup pecans or walnuts, chopped
16 oz bag semi-sweet chocolate chips

Preheat oven to 350 degrees F.

Melt butter in a heavy saucepan. Add sugar. Stir in eggs, flour and baking powder. Add vanilla extract, salt and nuts. Stir in chocolate chips. Pour into a greased 13 x 9-inch pan and bake for 25 minutes.

(My note: Once the sugar has been mixed in with the melted butter, I prefer to pour it into a mixing bowl and then add the rest of the ingredients. It seems to result in a more brownie-like texture.)

I do not know about Ruby Tuesday's, but it sounds very similar to Applebee's Walnut Blondie dessert.

Ingredients:
***Dough***
1 cup sifted flour
1/2 teaspoon baking powder
1/8 teaspoon baking soda
1/8 teaspoon salt
1/2 cup chopped walnuts
1/3 cup butter or margarine
1 cup packed brown sugar
1 egg, beaten
1 tablespoon vanilla extract
1/2 cup white chocolate chips

***Maple Butter Sauce***
3/4 cup maple syrup
1/2 cup butter
3/4 cup brown sugar
1/2 cup walnuts, chopped (optional)

Directions:

Dough
Preheat oven to 350 degrees F.

Sift flour, add baking powder, baking soda and salt. Sift again. Add chopped nuts. Mix well and set aside.

Melt butter. Add brown sugar and mix well. Add egg and vanilla extract. Blend well. Add flour mixture, a little at a time, mixing well. Stir in white chocolate chips. Spread in a 9-inch square pan. Bake for 20 to 25 minutes or until a wooden pick inserted in center comes out clean or with slightly fudgy-looking crumbs. Serve with ice cream and Maple Butter Sauce.

Maple Butter Sauce

Combine syrup and butter, cook over low heat until butter is melted. Stir in brown sugar until dissolved. Add walnuts, if desired.

Well, basically, you make chocolate chip cookie dough, roll half of the recipie into a ball, and place it in a 9x9 cooking pan. cook as directed. you get a super thick, yummy cookie!
