Yes this is possible and i would have been able to give you a detailed answer if you had said what the product was.
As a qualified chef from the army we don't tend to use tin food alot.
But some food in tins need to be steamed,and this is how you have been asked to do it.
Tinned puddings both sweet and savoury can be cooked this way.
