Me and this guy always make eye contact with each other. Does this ever mean anything? He always holds eye contact for awhile and does not smile. He approached me once to ask a question about something. I am absolutely speechless around him.

The fact that he makes and holds eye contact with you probably means that he is at least curious about you. He may not initiate conversation because he is socially inept or shy. If the opportunity presents itself, engage him in conversation that is not really intense and see how you respond to each other. Maybe he is waiting for you to say something to him.

It sounds like he's interested in you but doesn't know for sure if you're interested in HIM or not.
He may be staring into your eyes to see if you smile at him or not.
That would give him his answer.
