I'm looking at used bike ads on the internet and need to ask the right questions and don't want to waste time. For a person my size what would be appropriate? Looking forward to your answer.

Go to a local bike shop and let them make recommendations. It is impossible to properly size a bike based off height. Bigring *might* be correct, but you won't know for sure without practical, real life testing. It will be a complete waste of money if you buy an improperly sized bike.

Your LBS will definitely help with bike fit, but if you're purchasing used and not from a shop, try not to waste their time if you're not buying from them.

Assuming road bike, you'll be getting a 700c wheel
Assuming MTB, you'll be getting either a 26" or a 29" wheel. Mostly likely you'll find 26" wheels, as that is by far the predominate size (29" is fairly new).
City / commuter bikes are sometimes MTBs with slick tires, and sometimes road bikes with flat bars and wider tires. So, could be either 26" or 700c.

Frame size depends on 2 key things - are you longer in the legs, or longer in the arms / torso. Here are a couple of good bike fit articles that will get you on the right size frame with just a few minutes of measuring.

Use this formula for a road bike

.67 x inseam length. (Measure your inseam in cm)

The link below will help you figure out how to size the whole bike, mountain bikes too.

The length of the top tube is probably more important than the length of the seat tube.

Road bike... 58cm
Hybrid 22.5 or so
MTB is 19.5
ATB is 21
