I believe that the trouble usually stems from not remembering the "rule" for 4-way stops.
Generally, the right of way should be given to the motorist to your right. However, problems arise because people don't all arrive at the stop at the same time. So, for example, if you arrive at the intersection, but another driver arrives just a bit later, you might be unsure of whether to go through the intersection or give the right of way to the later vehicle. I think that the safest bet is to always yield to the vehicle on the right, unless that vehicle arrives after you've started to move your vehicle through the intersection.
The only problem with the rule is that in order for it to work properly, EVERYONE has to follow it. :)

Because they don't know how to drive. I get really irked by drivers who come to a 4 way stop, slow down, and then proceed through the intersection with total disregard for all of the other people at the intersection. My home is near the corner of a 5 way stop. There are accidents there all the time from inconsiderate morons behind the wheel.

Because a four way stop requires common courtesy. the right of way should be given to whoever comes to the intersection first. Most drivers cant drive anyway and dont know about the rules of the road. So we flip out when we see these types of drivers

In some states and localities, if you fail to follow the correct order after all cars have reached a stop, then you can get a ticket. That, and the drivers probably do not want an accident to happen and ruin their car......

Some of them aren't sure which rules to follow. The rules of the road are technically that people go in the order they arrived. But in practice, most people go in cross-pairs, regardless of who stopped first. The north/south facing cars go, then the east/west facing ones, then the north/south, etc. Most people are awkward with this because they are just making sure that the people who they think are supposed to stop really are stopping.

As you can see from the above answers, there is a lot of confusion about what to do at a 4-way stop.
It's funny, the government never has signs anywhere to educate people on traffic law. They could.

Because there is always the idiot who does not wait his turn.Or the other one that figures that since they all stopped I'll just run it. Oh and lets not forget the lazy as who is to lazy to signal and just turns in front of someone going straight.

that has not been my experience. Is it yours? Perhaps you are doing something wrong then. First in, first out. If you arrive at the same time, yield to the person at your right.

Everyone wants to be the "nice guy" and let the other's go first. Then after waiting, they really want to get through, so you get alot of ...wait, lurch....wait, lurch...rev motor...lurch...zooooom!
