The same as 'Go Jump In The Lake' - The idea is that your walking goes on longer than the pier (another word for dock) - ending up with you in the water.

It's a colloquism for "go away, I'm tired of talking with you and I find you irritating."

It means "Go away", but it is insulting.
You need to imagine what would happen if you took a long walk off a short pier, and that's how the person feels about you.

It basically means go jump in the lake. If you take a "long walk" off a "short pier" then you are going to fall in the lake/ocean, etc.
